Bureaucracy Must Be More Productive and Innovative

This was explained by Dr Asman Abnur SE MSi, one of the speakers at the National Seminar on Bureaucratic Politics and Social Change V organized by the Faculty of Social and Political Sciences, University of Riau (FISIP Unri), Thursday (7/11/2019) at Prime Park Hotel Pekanbaru .

According to the former Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB), there are several problems that interfere with the process of reforming the political and bureaucratic system. Among them, not all leaders have a strong leadership spirit, have integrity, prioritize and embrace the interests of the community, and are able to carry out the right strategy.

"Another thing that can disrupt the reform of the political and bureaucratic system is a bureaucracy that is reluctant to change and prefers a comfort zone, limited capacity and quality, making it difficult for leaders to make changes in order to realize their vision and mission," said Asman.

To realize a dynamic government, continued Asman, the government must be able to adapt quickly to changes in the global environment, be more agile, productive and innovative so that the country can become more competitive. This is related to technological advances which continue to have an impact on changes in various aspects related to public services.

“This is a challenge for the bureaucracy, where people's demands continue to increase, but on the other hand the government has limited budget to meet these demands. Other challenges include the shortage of prospective employees and leaders who have the skills needed so that the government has the capacity to respond to any changes, provide faster services and have higher performance,” he explained.

On the same occasion, Unri Chancellor Prof. Dr. Ir Aras Mulyadi DEA, said this National Seminar will provide dynamics in the development of politics and bureaucracy, especially in Riau Province, because at this seminar we present competent resource persons according to their fields, both from academia and from practitioner.

"In addition to sharing information, the fifth National Seminar is expected to contribute and benefit local governments to realize good and structured governance, to be able to run the wheels of government in accordance with the vision and mission that has been carried out, and to encourage the government to issue new policies to address the needs of local governments. the interests of the community, in accordance with current social developments and changes," the Chancellor hoped.

The Dean of FISIP Unri, Dr Syafri Harto MSi, explained that in addition to presenting the former Minister of Administrative and Bureaucratic Reform Dr Asman Abnur SE MSi, this seminar also presented other competent speakers such as Riau Governor Drs Syamsuar MSi, Governor of the National Resilience Institute (Lemhanas) Lieutenant General (Ret.) Agus Widjojo, Academic from Muhammadyah University Yogyakarta Prof Dr Ahmad Nurmandi MSi, Regent of Meranti Islands Regency Drs Irwan Nasir MSi, Regent of Siak Regency Drs Alfedri MSi, Mayor of Pekanbaru Dr Firdaus ST MT, and Regent of Kuantan Singingi Regency Drs Mursini MSi.

At this seminar, continued the Dean of FKIP, there were as many as 80 research papers that had been collected from 15 universities in Indonesia which were presented in this seminar. “The output of this conference is the Proceedings with ISBN which will be published online. The manuscripts selected by the scientific committee will be published in national journals indexed by the Google Scholar and the Indonesian Publication Index (IPI)," explained Syafri.
